Assignment Title: USAID/Haiti Administrative Support

Department/Location: ISPI/Remote

Technical Point of Contact: USAID Supervisor

Period of Performance: 130 work days

Type: Consultant

Classification: Consultancy

Security Clearance: Facility Access (minimum)

Overview: The request is for administrative support to the EXO team to assist with processing of various HR administrative tasks. These are lower level HR tasks not warranting the level of "Specialist." Duties will not be limited to HR activities, and the selected candidate will also provide generic administrative and operational support activities as required.

Deliverables/Primary Functions:

  • Assist in the review of Scopes of Work for U.S. Personal Services Contracts (USPSC) and Foreign Service Nationals (FSNs) for technical accuracy and conformity to USAID regulations and guidelines;
  • Assist in establishing USPSC Analysis and Evaluation (A&E) for the EXO prior to classification of USPSCs;
  • Assist in developing USPSC and FSN budget salary tables as part of the recruitment packets;
  • Compile classification packets (USPSCs/FSNs) with the required documents in preparation for recruitment;
  • Review PDs and provide guidance to technical teams on what is missing in the PDs or how to best rewrite the PDs, as per HR best practices and in compliance with USAID policy, to arrive at the desired grade level and technical expertise;
  • Coordinate HR files reorganization to purge old files and update filling system to reflect pertinent data;
  • Proctor recruitment technical testing;
  • Assist the Technical Evaluation Committee (TEC) panels to prepare for their selection and other services as required;
  • Coordinate HR file review for completion and analysis and provide recommendation and implementation;
  • Provide management of ASSIST files for FSNs and USPCs;
  • Collaborate with the RSO AMS and Administrative Assistants to track USAID FSN expiring badges;
  • Participate with USAID/Haiti in Technical Evaluation Committees for EXO positions as required;
  • Respond to various taskers from the USAID/Haiti FO, Embassy, the LAC Bureau, and Washington in general as requested;
  • Establish Standard Operating Procedures (SOPs) on various EXO administrative procedures;

Specific Knowledge Requirements:

  • Familiarity with basic USAID HR principles governing management, reviewing and processing of CCN and USPSC;
  • Experience providing administrative support to USAID Missions;
  • Demonstrate well developed interpersonal skills in order to deal with and work comfortably with American and Haitian personnel. Tact, diplomacy and discretion are essential to this position;
  • Excellent organizational skills to organize training material and events required;
  • Level II (40 wpm) typing with a high degree of accuracy is required;
  • Competence in using various computer software applications such as Microsoft Office Suite is required;
  • Ability to be flexible, customer-oriented, and work under pressure and represent USAID in public are required;
  • Familiarity with USAID web developed applications such as e2 is required;
  • Ability to undertake assignments and complete work within established deadlines with minimum supervision is required;
  • Excellent customer service, interpersonal and communication skills are essentials;

Minimum Qualifications:

Education: 2 year Associates Degree in HR or Administration;

Prior Work Experience: At least 7 years of administrative and HR experience in a busy office setting required. Experience in training and/or staff development related work is highly desirable;

Language: Level IV in spoken and written English is required;

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: International travel will not be required.
